I finally just filed a complaint with the BBB.  The supervisor of the techs in the area was supposed to call me 3 days ago, and still hasn't.

I had a service call scheduled from 1-5 yesterday, and they were supposed to call before coming.  I had a note on my door that the tech showed up at 5:10, and he never called.

I had an appointment Monday, too, and nobody showed up (apparently they scheduled it, but the techs were actually off on holiday).

This is what I sent:

I have had this service for two weeks, and for the entirety of this time, I have had issues with my internet from around 9:30 pm until 8:00 am every day.  I have some sort of connectivity/web surfing issue that does not allow for loading of any web pages during this time.  I have called both local Comcast employees (Patty Scott) and the call center in Nashville.  I have yet to have anyone determine the cause of my problem. 

I was lied to by Ms. Scott, told that the issue was a problem with the electricity in my apartment complex, and that management was aware of and refused to fix the problem.  She said that because of this, I would not receive any credit for my lack of service, and that Comcast would not be repairing the problem.  I called my apartment manager, and was told that they had never heard of this issue.  When I reported this to Ms. Scott, she said that possibly that was not the case, and that she just didn't understand the technical issues herself.

I was told by a Comcast tech (Bill) by phone that there was a known issue in my area, and that he had been attempting to have Comcast management resolve it for more than three months. 

I was also told by the person who sold me the service (Jennifer) that there were known issues with cable lines in my area (water in the lines) and that Comcast hadn't resolved the issue due to budget constraints.

I have suffered through rude and unresponsive customer service, primarily from Ms. Scott, ignored phone messages, and days on end of no response to my problem.  I've had two service calls scheduled where the tech never showed up, or showed up late, without calling first as requested.

And this was my desired outcome:

I do not think I should be charged for any service until this issue is resolved, and I would like some sort of credit to compensate me for my trouble and exceptional amount of time spent attempting to simply receive the basic services I was promised.

I left out the part where we carpet bomb all Comcast offices.  I have seriously spent uncountable hours dealing with this shit in the past two weeks.   I HATE COMCAST.

Naw.  You could have just switched things up a bit.  Instead of "I was lied to by" you write "Ms. Scott lied to me" - although I wouldn't have said lied, I would've said misrepresented.  But it's a good letter.  I hope you get results.

The only way to make them listen is for people not to buy their services.  However, being a cable company, in many areas they have a monopoly or near-monopoly on the cable lines, which has consumers over a barrel. 

I think you should say "well, if it's not in YOUR budget to provide me the service you said you would, then it's not in MY budget to pay my bill.

Time Warner did a 180 when all the satellites started popping up.  They even do home service on weekends now.

Jessie, if it hasn't been mentioned, complain to your CIty/Town.  They hold the contract with Comcast to serve your town.

When I had issues with Mediacom, I called the City Manager and lodged a complaint.  I had the VP of the area in my living room within the week.

Good idea, Info.  Who do I call?  I don't know what a city manager is.

And I did tell them that I'm not paying.

I said, "If I paid 1/2 of my bill, you wouldn't give me 100% of my service, would you?  By that same thought, I"m not paying 100% of my bill for 1/2 of my service."

Call the City/Town that you live in.  Ask to speak to the City Manager.  If there isn't one, ask to speak to the Mayor.  Most towns/cities have a City Manager of some sort.  They are the people that run where you live, and take direction (generally) from the Mayor and City Council (depending on the government that your town's charter is).
