If my shower curtain is really, really dirty, can I put it in the dish washer or something? Or is it better to just throw it away and buy a new one?

Put in in the tub for a couple of hours submerged in hot water with a cup or two of bleach. Stir occasionally. Serve on a bed of baby lettuce.

I throw mine in the washing machine with a cup of bleach and turn it on the gentle cycle.

If it's just that inner plastic sheet, you can try washing it in the washing machine, but more often than not when I do that, it comes out torn and I have to buy a new one anyway.

The curtain itself or the liner?  Liners are like $3 for a cheap white vinyl one.

I haven't had a liner in about six years.
