how to make an animated gif

I have a certain episode of Family Guy that I want to make a little two-second looping gif out of.  (The one where Lois says "me likey bouncey me likey bouncey".)  Is there any decent free software that can do this?

I use this when I get the urge to create one:

It has lots of features, but it isn't the most user-friendly.  You used to be able to use it for a free trial with the only limitation being that it puts a comment in the GIF header.  It's pretty cheap if you decide to buy it, too.

Dad had a Prodigy account, which I used on the weekend visits.  At home, I dialled in through Purdue.

I think I bought it in '99 for $15.  Every upgrade since has been free.
