Is there a way to set up the accounts on a computer so that nothing can be downloaded without first typing in a password?

If you're running XP, go to Control Panel > User Accounts and then click on User Account types on the left side of the window.

I've done that, but it doesn't let me put a password on downloads, unless I'm looking in the wrong place.  Each account has a password, and the kids' accounts are non-admin, but they still download crap (and hey- viruses!) all the time.
