How come on certain applications an ampersand shows up as & instead of just the &?

Ampersand is fun to say.
"&" is the HTML entity to create an ampersand, though just "&" is acceptable in most cases. Maybe someone accidentally left out the semicolon, or some application isn't handling things right.
