With any luck, they'll be stupid enough to try and sell him.  Does he have one of those RFID chips embedded in his skin?  Or any scrs or other markings that are distinctive?

I have no idea.  I actually haven't talked with Dorene in probably 20 years.  My mom sent me the link.

The best bet is if the Vet's do their job and scan in all new clients that come to their office.  Which is rare anymore.  :(
